WHEREAS, Section 16 of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, empowers local government units to promote the general welfare and ensure the protection and preservation of the environment; WHEREAS, Mount Balagbag, situated within the jurisdiction of the City of San Jose del Monte, serves as a vital natural landform, watershed zone, and popular eco-tourism destination; WHEREAS, the increasing influx of tourists, hikers, and local activities necessitates structured local management to prevent environmental degradation and ensure visitor safety; NOW, THEREFORE, BE IT RESOLVED BY THE SANGGUNIANG PANLUNGSOD OF SAN JOSE DEL MONTE, BULACAN, IN SESSION DULY ASSEMBLED: RESOLVED, AS IT IS HEREBY RESOLVED, to authorize the creation of the Mount Balagbag Eco-Tourism and Community Environmental Protection Task Force to oversee sustainable tourism, environmental conservation, and safety protocols; RESOLVED FURTHER, that if any section, provision, or part of this Resolution is declared invalid or unconstitutional by a court of competent jurisdiction, the remaining sections or provisions not affected thereby shall continue in full force and effect; RESOLVED FURTHER, that all existing local resolutions, executive orders, or guidelines inconsistent with the provisions of this Resolution are hereby repealed, amended, or modified accordingly; RESOLVED FINALLY, that this Resolution shall take effect immediately upon its approval and adoption by the Sangguniang Panlungsod.
