WHEREAS, food security, environmental sustainability, and community self-reliance are key responsibilities of local government units under Section 16 of Republic Act No. 7160 (Local Government Code of 1991); WHEREAS, urban space constraints in high-density barangay areas necessitate innovative agricultural solutions such as vertical farming and automated hydroponics to produce fresh and affordable organic food; WHEREAS, the Sangguniang Barangay aims to implement sustainable livelihood projects that actively involve local residents, women's groups, youth organizations, and senior citizens; NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED by the Sangguniang Barangay in session assembled, to establish the Barangay Urban Hydroponics and Sustainable Food Security Program. BE IT FURTHER RESOLVED, that communal hydroponic green spaces and vertical garden setups be constructed on designated barangay-managed properties and public facilities in coordination with the City Agriculture Office. BE IT FURTHER RESOLVED (Separability Clause), that if any provision, section, or part of this Resolution is declared invalid or unconstitutional by a competent court, the remaining provisions not affected thereby shall continue to be in full force and effect. BE IT FURTHER RESOLVED (Repealing Clause), that all prior barangay resolutions, ordinances, executive orders, or rules and regulations inconsistent with the provisions of this Resolution are hereby repealed, amended, or modified accordingly. BE IT FINALLY RESOLVED (Effectivity Clause), that this Resolution shall take effect immediately upon its approval and proper posting in conspicuous public places and digital notice boards within the barangay jurisdiction.
